“They are proposing a way to hand themselves over to The Hague,” Abdel Majid Mlegta, a senior National Transitional Council military official told Reuters on Wednesday.

Saif al-Islam is reportedly making his way towards Niger in an attempt to flee the country after the victory of the revolution. Former Tuareg leader Rissa ag Boula told the Associated Press on Tuesday that he is being ferried by ethnic Tuareg rebels.

His brother Sa’adi took the same route to Niger to flee Libya in September.

Saif al-Islam is wanted by the International Criminal Court for committing crimes against humanity.

There have been conflicting reports about the fate of Saif al-Islam with some accounts stating that he was captured and wounded when Sirte was taken by revolutionary fighters last week and others citing Libyan military officials as saying that he had lost his arm.

Niger’s government has said that members of the Gaddafi regime seeking refuge in the West African nation will not be turned back to Libya without guarantees for their safety.

Gaddafi was killed in his hometown of Sirte on Thursday, eight months into an uprising that put an end to his 42-year dictatorship.

On Tuesday, Gaddafi and his son Mo’tassim were buried in a secret location in the country’s Sahara desert, Abdel Majid Mlegta said.
