Late Monday, thousands of student protesters and 99-percenters gathered at the state Capitol in Sacramento.
The arrests were made after protesters who had gained entry to the building refused to leave. The California Highway Patrol says most of those arrested will be charged with trespassing.
Four others were reportedly arrested earlier in the day.
Demonstrators called on state lawmakers to produce alternative measures to increase state investment in public universities.
The protest was supported by UC Berkeley administrators and the UC Student Association, among others.
The protests are the latest in a string of protests held in various cities across the country against the lack of funding for public education, which has resulted in sharp tuition fee increases for public universities in recent years.
The sticker price of studying and living on campus at the average US public university rose 5.4 percent for in-state students, reaching USD 21,447 in the autumn of 2011.
